where can i buy a car dvd-gps system for low price?

i want to get a gps system that can play dvd. but idk where to get it for a low price. its going to be for my honda car.

do garmin gps’s have a tracker on it?

my gps just got stolen out of my car today along with other items and i was wondering if it could be tracked. this sucks…. ive only had it since christmas :/ any help with this question would be very much appreciated.
